The parental contribution of the preschool and the method of collection is due to change in 2017

On the 22nd September 2016 the Haarlemmermeer municipal took the decision that the preschools of SKH are to be registered as childcare from 1st January 2017. This change is the consequence of planning to harmonize childcare to preschool by Minister Asscher per 2018. This is primarily a financial change, our offer and quality stays the same as you are use to. 

Registration as a childcare organization makes it possible for parents who are entitled to the national child care support to be requested through the tax office. For parents who are not entitled to childcare allowance, Haarlemmermeer municipal continues to subsidize the preschools and an income-related parental contribution will be charged. The new childcare contributions for 2017 are set by the municipal.

The parental contribution and the method of collection is due to change, because of this it is important to fully understand this letter. This letter contains additional information.
What do these decisions mean for you as parent(s)?
This depends on your situation:
 Whether you can use childcare allowance, read point A1
 Whether you can use childcare allowance VVE*, read point A2
 If you cannot make use of childcare allowance, read point B1
 If you cannot use childcare allowance VVE*, read point B2

When are entitled to childcare allowance?
You can apply for childcare allowance if both parents have a paid job and/or study. If you are a one-parent family, then it still means that u can ask for childcare allowance, if you have a paid job and/or study. A explanation can be found on the attached documentation form Declaration no right to childcare allowance.

Depending on the situation, this following applies to you:

A1. Are you entitled to childcare allowance and your child goes at least one morning a week to the playgroup? 

You will receive from us a new placement agreement separately; it will take effect on January 1st, 2017 and meets the requirements of the nursery. A (digital) signature of the new agreement will confirm your current placement agreement. With the data from the new placement agreement you then have to apply for childcare allowance. From January 2017 we will give you the total cost and part of it you will get back through the childcare allowance from the tax authorities. The municipality has the hourly rate set at € 8.00 per hour. The amount of the childcare allowance depends on your income and is between 33% and 94% of the total cost. We can help you with the application if you require.

A2. Are you entitled to childcare allowance and does your child go to the playgroup four mornings a week? 

You will receive separately a new placement agreement that meets the requirements of the nursery. Formally, this means that your present placement agreement after (digital) signature will terminate by January 1st, 2017 and will be replaced by a new agreement. With the data from the new placement agreement you can apply yourself for childcare allowance for 2 sessions. We will send you the bill; part of which you will be able to claim back through the childcare allowance from the tax authorities. Of course we'll help you if you require assistance with the application.
The 3rd and 4th morning, the municipality of Haarlemmermeer pays for you.
You can apply for childcare allowance from November 1st 2016 and make a test calculation on the website of the tax office. You must inform them the LRK number of your nursery. You will receive a list of LRK numbers once they are released.

B1. You are not entitled to childcare allowance and your child is two mornings a week in the playgroup?

 Then you are eligible for a subsidized place for up to two mornings. You will receive a separate private placement agreement that meets the requirements of the nursery. Formally, this means that we denounce your current placement agreement by January 1st, 2017 and this will be replaced by a new agreement. You need to use the statement "not entitled to childcare allowance" to show that you are not entitled to childcare allowance and the private contract does not apply to you. This report has been included separately in this letter. You should also immediately request a declaration “geregistreerd inkomen” (IB-60 2015) and send it to us (by email or post). This form can be requested via the telephone from the tax office 0800-0543. Keep your BSN at hand.
The main change for you is that if you are not entitled to childcare allowance, change your parental contribution. The municipality of Haarlemmermeer has determined the new means-tested parental contributions. The overview of the new parent contributions will be included as an attachment, along with the new placement agreement.

B2. You are not entitled to childcare allowance and your child goes four mornings a week to the playgroup VVE? 

Then you are eligible for a subsidized place. You will receive a separate private placement agreement that meets the requirements of the nursery. Formally, this means that we denounce your current placement agreement by January 1st, 2017 and this will be replaced by a new agreement. You need to use the statement "not entitled to childcare allowance" to show that you are not entitled to childcare allowance and the private contract does not apply to you. This report has been included separately in this letter. You should also immediately request a declaration “geregistreerd inkomen” (IB-60 2015) and send it to us (by email or post). This form can be requested via the telephone from the tax office 0800-0543. Keep your BSN at hand.

Is your child on the waiting list?
If your child is still on the waiting list, the same applies to you. This depends on your situation if you are or are not eligible for the national child care allowance. If you do not qualify, you pay an income-related parental contribution. You do not have the requested information yet, we will ask you as soon as a place becomes available for your toddler.

Enclosed with this letter you will receive a statement “not entitled to childcare allowance”. Please complete this (digitally) signed and send it to us if you are not entitled to childcare allowance.
 Income Statement IB60 We ask you as soon as possible to request an Income Statement (formerly called the "IB60 form”) from the tax authorities for both parents / guardians (or a one-parent family with one parent). What is an Income Statement and how to apply for this free, refer to accompanying notes. Experience shows that you have the statement within 5 working days after the call request. If we do not receive your information on time, we will charge you on 1st January 2017 the total fees, since we then assume that you are entitled to childcare allowance.

Signing of the declaration "not entitled to childcare allowance" if you are not entitled to childcare allowance
